Two options:
Use a timoue time that is long enough (like 15 or 30 mins or even hours)
so that the drives don't spin down when they shouldn't.
Use the -y switch of the hdparm command:
# hdparm -y /dev/hda
This will cause /dev/hda to spin down immediately.
