There is already something like this, I believe.

$ ls -R /etc/ppp/ip-{up,down}.d
/etc/ppp/ip-down.d:
fetchmail*  isdnutils

/etc/ppp/ip-up.d:
fetchmail*  isdnutils    

Don't know how (or if) your suggestion fits into this.
