Proc <PID> Permissions Patch

Does anyone know of a kernel/other patch for limiting the output
of process information....etc ?

I've heard of the 'Proc <PID> Permissions Patch' but I don't know
if there is something better, or if that patch is unstable or does
not work correctly.
