Well, I just tried to make xearth and everything went just fine.
I just did a simple:

xmkmf
make

Tell me - do you have both the packages xlib6 and xlib6-dev installed
on your system?  (If you're using unstable debian (a.k.a. hamm) the
packages are called xlib6g and xlib6g-dev).
