mounting /tmp

I'm trying to mount a filesystem (ext2) as /tmp, and am experiencing
what I assume to be problems with the permissions. For example, when I
type "man bash" (as a normal user) I get the message:

bash: can't create a temporary filename: No such file or directory

If I try again after unmounting /tmp, it works correctly. Here is the
syntax for the mount (I havn't added an entry to /etc/fstab yet):

     mount -t ext2 /dev/sdb9 /tmp

If anyone can point me to whichever options I need to add in order to
make this work, I'd really appreciate it.
