The isdnutils scripts takes in /etc/isdn/device.ippp0 script. Check that
and /etc/isdn/ipppd.ippp0 files. Replace ippp0 with the interface you're using.

This might have something to do with network routing. I had to fight a little when
I had dynamic ip from my ISP, but this got a lot simpler after getting static ip address ;-)
I remember that I had to create some bogus route with bogus address, which then
/etc/isdn/device.ippp0 replaced with dynamic ip configuration.
