ftp.debian.org is often _busy_ (people like us :)  I don't think dselect
differentiates between errors - a "too many users" is just as bad as "no
route to host" (and, if you want files _now_, that's a valid way of
looking at things.)

I've noted before on this list that the README.mirrors file is out of
date.  Is it actively maintained?
