If the prerm script (/var/lib/dpkg/nfo/gcc.prerm) is that simple,
usually it's safe to just
rm /var/lib/dpkg/nfo/gcc.prerm
and re-run dpkg.
However, in your case you _should_ have /usr/sbin/install-info.
Is that file indeed missing, or is it maybe referring to
perl in /bin? (The first line of /usr/sbin/install-info should
read: "#! /usr/bin/perl --", but maybe it reads "#!/bin/perl").
I remember the location of perl being moved recently (how long ago?
one year? Don't know), so that may explain it.

`head -c 4 /dev/random` may print 4-letter words (once every approx 4e8 tries).
