Login.defs for SuperUser

I get the following message when I log on as 'su'.  

configuration error - unknown item 'ISSUE_FILE' (notify administrator)

I cleared this out in the login.defs file (per help on this list) for 
a normal login by setting up a null /etc/issue file. I can login now 
as a normal user without the message shown above.  But when I then 
try to login via 'su', the old message bounces back.  Can anyone tell 
me what file I can modify to fix this?
