Simply: you can't.

If you're having non-experienced users you can do: chmod 750 all
MUAs and chgrp them to group usemail.  Put all allowed users into
the usemail group.

Experienced users will call /usr/lib/sendmail directly or use
a remote smtp-server, so you really can't disable mail.
