Sorry, I didn't see this message before I responded to the last one. I
don't know the answer, but for now I'd just keep the working solution.
Here's my /etc/emacs/site-start.el:
(load "debian-rundir")
(debian-run-directory)
;; DO NOT EDIT THIS FILE
;; See /usr/doc/emacs/README.site-start.d for where to add your package
;; initialization code.
This is on a virgin 1.3.0 machine (it was installed late in the frozen
pre-release period).
