man-db install script problem (chmanconfig)

Summary of problem:
------------------
Installation of the current (bo/1.3) "man" package fails.  In
particular, with a fresh install of Debian 1.3, both

  dpkg -i man-db_2.3.10-38.deb

and

  dpkg -i man-db_2.3.10-39.deb

yield failed configuration due to failure of /usr/sbin/chmanconfig.

Problem details:
---------------
The output of 'dpkg -i man-db_2.3.10-39.deb' ends with:

  ...
  Manual page hierarchy:  /usr/X11R6/man
  Cat page hierarchy:     /var/catman/X11R6
  Cat sections:            cat1 cat3 cat5
 
  install  /var/catman/X11R6/cat1 /var/catman/X11R6/cat3 /var/catman/X11R6/cat5
 
    Checking for languages ... de_DECan't locate Getopt/Long.pm in @INC at /usr/sbin/chmanconfig line 38.
  BEGIN failed--compilation aborted at /usr/sbin/chmanconfig line 38.
  dpkg: error processing man-db (--install):
   subprocess post-installation script returned error exit status 2
  Errors were encountered while processing:
   man-db

I find no mention of this on the user mailing list archives of May or
June.  All ideas and suggestions are welcome.
