Of course you can. There are a few mailer ".deb" packages which can 
manage Japanese characters. For example, mh-ja_6.8.3+-jp.2c+-v1.02-2.deb.

Check http://www.debian.linux.or.jp/pkg/rex.html and
ftp://ftp2.linux.or.jp/pub/Linux/debian-jp/
you will see about 80 japanized .deb packages.

Needless to say, before you use mh-ja, you shuld install
Kon(Kanji on console) or kterm(multi-lingual terminal emulator for X) 
and Japanese character fonts.
