The Packages file on ftp.debian.org has the date
214917 Mar 22 17:10 Packages.gz
but there have been many recent updates since then
that aren't in the Packages file, such as
binary-i386/devel/tcl76-dev_7.6p2-2.deb 323310
binary-i386/devel/tk42-dev_4.2p2-2.deb 524238
and lots more (modutils, etc).
