I've never been able to get rawrite2 to work with the paramenters.

What does work is running it interactively.  
First type rawrite2<enter>
Then it asks for file, type rsc1200r.bin<enter>
Finally, it asks for drive, type a<enter>
Now you should see it writing track/side info.
