Most developers seem to agree that .deb is a better format than .rpm for 
technical reasons.  In addition, the debmake package includes a command, 
"alien", which is designed to let one install .rpm packages on a Debian 
system.  Therefore, at this time there is no plan to merge the formats as 
far as I know.
