This raises the obvious question: what *is* "the right thing", besides
"store on disk"?

IANA does not only assign numbers, but that's where it started. MIME
content types are one of the many things they assign - in fact, anything a
standards track RFC calls for them to assign. They also keep some lists of
things they don't assign, for example 802.2 (ethernet) addresses.
