Yes, packages are (mostly) built in a "release-independent" way. In
principle, you can upgrade only a few packages from 1.1.x to 1.2.

Maybe some rex package could force you to install also the latest libc5
package (based on libc 5.4.7), but older programs should work with this
newer libc (i.e. you would not have to upgrade everything).

dpkg-dev (I think) contains mainly perl-scripts, so I think you would not
have any problem with it.
