libc4-4.6.27-14 and libc4-dev-4.6.27-14 are the current replacement
packages for the old libc package.  Install them, preferrably with
dpkg-1.1.5 or later, and you should then be able install
libc5-dev-5.2.18-5.

ncurses3.0-dev-1.9.8a-5 is the corresponding development package for
ncurses3.0-1.9.8a-5.
