new boot floppies

I am uploading a new 1.1 boot floppy set to the master site, and this should
appear in the FTP archive later today . This set fixes the network
configuration problem. You can identify this floppy set by the
root_floppy.README file which states that the network configuration problem
is fixed. I'll change the file format to contain a version number (and fit
in the 8.3 name space) before the next upload.
