I suspect this should and will be dealt with just like most debian features.
If someone wants floppy install disks beyond the base disks, s/he can make
it happen.
Since J is having problems downloading the system, he probably would not be
able to do it. Perhaps someone local to him could help him make an initial
set of floppies or show him how to do so.
