The "spawning too fast" means it's exiting as soon as it starts and init
is attempting to restart it several times before it gives up.

While you are testing this sort of problem, remove the daemon from inittab
and start it by hand. That way, you can see when it exits and perhaps you
can even see why.

David's suggestion to use mgetty is a good one.
