HELP!! telnet and slip not working after update



Hi
I have upgraded my system with the latest debian packages
including
1.2.13 kernel with slip module
and netbase-1.16-1.deb  netstd-1.17-1.deb

When I (root)  try telnet localhost, I get

Trying 127.0.0.1...
telnet: Unable to connect to remote host: Connection refused

also
when making a slip connection using dip
I get:
>> get $rmtip 10.0.2.2
About to set variable $rmtip to 10.0.2.2
>> get $locip 10.0.2.15
About to set variable $locip to 10.0.2.15
>> send exec ./bin/slirp\n
>> get $mtu 1064
About to set variable $mtu to 1064
>> default
Destination net/address set to 'deflabel `done' at offset 00000BCA
>> print CONNECTED local: $locip ---> remote: $rmtip
CONNECTED local: 10.0.2.15 ---> remote: 10.0.2.2
>> mode CSLIP

when when I try telnet 10.0.2.2
Trying 10.0.2.2...
telnet: Unable to connect to remote host: Network is unreachable

Things used to work in the previous version
any help will be appreciated
