[HELP] Telnet connection refused

It seems my network has not been setup properly.  When I try to telnet
to the local host I get the following message

	bash# telnet adonis18.et.deakin.edu.au
	Trying 128.184.81.65...
	telnet: Unable to connect to remote host: Connection refused

telnet works fine if I try to connect to other hosts.

The file /etc/hosts.deny has one line

	ALL: PARANOID

and ps -ax gives the following.  What am I missing here?  Tia. -weiping
