Fvwm creates /tmnp/fvwmrcXXXX while parsing the .fvwmrc file - but
it's owned by the person who's running fvwm, meaning that no two
people can run fvwm simultaneously.

Thats the problem. If you have your .fvwmrc, but somebody else has a
running fvwm using the global-config file, you loose (and vice versa).
