What constitutes a 'release' ?



Well, the announcement of the forthcoming release .93 of debian
has spurred me to ponder exactly what constitutes a 'release'.
Packages are (rightly) being constantly upgraded, fixed, refined,
added, and generally changed for the better.  At what point does
whoever up in the ranks of the debian organization decide
"okay, time for a new release." ? major kernel updates? ??
