Muchas gracias, Javier! Ya lo sulucione. La pagina que me mostraste me llevo a las listas de correos y en una de ellas explican una modoficacion que se hizo la cual causaba mi problema.

rsync service on security.debian.org discontinued (use rsync.security.d.o instead)

As a reminder, in November[0] I wrote:

That has now happened.  security.debian.org no longer accepts
connections using rsync, so for continued mirroring of the security
archive you need to update your configuration to the new name.

stretch es OBSOLETO, no tiene réplicas de seguridad.

Lo único que mantiene actualizaciones de seguridad, es jessie (LTS),
stable y testing.
