Vale, prueba a hacer un "dpkg-reconfigure locales" y asegúrate de
seleccionar "es_PY" (por cierto, ¿"PY" es Paraguay quizás?, es curiosidad).
Y luego vuelve a ejecutar "locale" a ver si te sigue saliendo el error.
