Para instalarse todo eso, se necesitan otros paquetes más:
libcpufreq0 cpufreqd cpufrequtils y otros dos o tres paquetes más.
apt-cache search cpufreq
cpudyn - CPU dynamic frequency control for processors with scaling
cpufreqd - A speedstep applet clone
cpufrequtils - utilities to deal with the cpufreq linux kernel feature
gnome-cpufreq-applet - CPU Frequency Scaling Monitor applet for GNOME
libcpufreq-dev - development files to deal with the cpufreq linux kernel feature
libcpufreq0 - shared library to deal with the cpufreq linux kernel feature
powernowd - control cpu speed and voltage using 2.6 kernel interface
Para que veas, que _no sólo_ hay que instalarse los dos paquetitos que
indicas...debes instalarte el cpufrequtils, cpufreqd, libcpufreq0 y el que
ya tenías, el powernowd,...
P.S.: Por cierto, el cpufrequtils te llama al cpufreqd. Por lo tanto, te lo
está reclamando para que se hagan efectos al control de la velocidad y
voltaje del procesador.
