Hola, busqué esto:

makina~# apt-cache search libspeechd
libspeechd-dev - Speech Dispatcher: Development libraries and header files
libspeechd1 - Speech Dispatcher: Shared libraries


así pues la librería es libspeechd1, asegurate de tenerla bien instalada:

apt-get install libspeechd-dev libspeechd1 

Finalmente cuando invocas una librería con -l debes pasar del lib:

gcc prueba-festival.c -o prueba-festival -lspeechd
