Deberías añadir las siguientes líneas a tu archivo
/etc/environment

LC_CTYPE=es_AR@euro
LC_TIME=es_AR@euro
LC_NUMERIC=es_AR@euro
LC_COLLATE=es_AR@euro
LC_MONETARY=es_AR@euro
LC_MESSAGES=es_AR@euro
LC_ALL=es_AR@euro
LANG=es_AR@euro

Con esto creo que se resuelve el problema.

Si no dpkg-reconfigure locales y dkpg-reconfigure console-common
