Sobre errores en apt

Holas tengo estos errores en apt y no los logro eliminar , quiero
eliminar este paquete libapache-mod-encoding:

Alguna idea estoy usando esto

apt-get -f install  > pero ya no puedo eliminar o instlar asi el paquete

ahora uso

dpkg --configure -a 

Y no puedo configurarlo
