Não precisa reinstalar se você quer um kernel 64 bits + userspace 32 bits, e
já tem instalado o Debian 32-bits.
Basta instalar o kernel 64 bits, e rebootar. E tem um kernel padrão 64 bits
no Debian 32 bits já para isso, não precisa compilar seu próprio kernel ;-)
Se alguma coisa não funcionar, reboota de volta para o kernel 32bits PAE, e
pronto.
Agora, se for para mudar *tudo* de 32 para 64 bits, precisa reinstalar sim.
