Eu tenho a visão que, salvo especificado de outra maneira pela
empresa/programador do software, o software sob a gpl é grátis. Caso
contrário, escolho pagar ou não pagar (e com isso, não usar. Ou não, vai
depender do meu caráter)
Veja o dansguardian. ele é GPL, ele é livre para qualquer um fazer download,
mas ele é pago para usos comerciais/empresariais/embutido em "soluções" e até
mesmo em serviços. Free no sendido de FREEDOM.

No, not right. Once you have a copy of a GPL app, no one can put any (non-GPL)
restrictions on it - not even me the author. I can ask people to pay for
downloading DG, but once it has left this site it is under the GPL which means
it is Free (as in freedom) and free (as in beer - provided they want to give
it away for free).
GPL means GPL which means no restrictions can be imposed on redistribution so
the Debian would treat it as any other GPL app. Of course, should a commercial
user want to upgrade his copy of DG he got with Debian by downloading from my
site, he would have to pay unless he waited for Debian to release their
version.
But I am unsure of how a commercial user could sleep at night making illegal
downloads from my site and profiting from my years work.
Ou seja, questão de consciência/ignorância. E conheço algumas várias pessoas
que usam dansguardian comercialmente em suas empresas "só porque está no
repositório debian, então é "digrátis". tsc,tsc,tsc.
o Ext JS por ex, tem também a mesma visão, ele é livre como o direito de beber
cerveja, mas vc vai ter que pagar pela cerveja caso não queira somente beber,
e sim revende-la de qualquer maneira.

temos que o software sobre a gpl não necessariamente é gratis, eu posso
colocar preço nele que ele continua sendo FREE SOFTWARE.
"... (and charge for them if you wish)..." == "... (E cobrar por isso se
desejar)"...
Ou seja, não é porque alguém colocou o software sobre a GPL que ele não pode
ter um preço ou condições diferenciadas de preço.
Então, recomendo que cada software que vc for usar, vc deva ver
individualmente o licenciamento, e se existe preço para redistribuição/uso
comercial.
