verifique as permissões nesse diretório, verifique tb, como está a
configuração do exports e do /etc/hosts para ver se o hosts tb esta
devidamente cadastrado, no inetd.conf voce pode ver com qual usuario o
tftpd esta rodando, caso esteja nobody, tente usar o root
