A configuração no /etc/X11/XF86Config-4 deve ter:

Section "InputDevice"
        Identifier      "Generic Keyboard"
        Driver          "keyboard"
        Option          "CoreKeyboard"
        Option          "XkbRules"      "xfree86"
        Option          "XkbModel"      "abnt2"
        Option          "XkbLayout"     "br"
EndSection

O comando para reconfigurar o XFree sem editar diretamente o arquivo
acima é "dpkg-reconfigure xserver-xfree86".
