Nie do końca rozumiem i nie wiem czy o to Ci chodzi, ale w ,,IP Command
Reference'', rozdziale 8 --- ,,ip rule --- routing policy database
management'' na stronie 35 można przeczytać, że:

  ,,(...) The rules may have lots of keys of different natures and therefore
  they have no natural ordering, but one imposed by the administrator.
  Linux-2.2 RPDB [Routing Policy DataBase] is a linear list of rules ordered
  by numeric priority value. (...)''

oraz, na stronie 36;

  ,,Each policy routing rule consists of a selector and an action predicate.
  The RPDB is scanned in the order of increasing priority. The selector of
  each rule is applied to {source address, destination address, incoming
  interface, tos, fwmark} and, if the selector matches the packet, the
  action is performed. The action predicate may return with success. In this

Ekhm. Mocne słowa :) Ale jest tam jednak przykład użycia jednego z plików, o
które pytałeś --- /etc/iproute2/rt_tables, wraz z prostym przykładem, jak do
utworzonej w ten sposób tablicy, dodawać regułki.

I to, o ile sobie przypominam, właśnie dzięki LARTC, a Ty tak się brzydko o
tym dokumencie wyrażasz ;)) Jest tam
