Mir fällt nichts auf, was bei Dir fehlen könnte, aber kurz zum Begriff:
Du willst wahrscheinlich Speedstepping, kein Throttling. Bei Speedstep
wird der Prozessor runtergetaktet, wobei auch die Spannung runtergeht.
Throttling bedeutet nur, dass der Prozessor zwangsweise x% der Zeit
nichts tut. Das senkt zwar uU Temperaturen, spart aber nicht wirklich
Strom.
Was ist in /sys/devices/system/cpu/cpu[0-3]/cpufreq zu sehen?

Ich bin nicht sicher, aber für mich sieht es so aus, als müßte alles
schon funktionieren. Diese Module dürften AFAIK nicht da sein, wenn das
Speedstepping nicht ginge.
