Keine Ahnung, unterhalb /var/cache/apt-proxy sollte alles
aptproy:nogroup gehören. Also mal ein chown -R laufen lassen.

Lies mal die doku zu apt-proxy dann weisst du warum das da totaler
Blödsinn ist und von apt-get eigentlich nur Fehlermeldungen kommen
dürften. Eine korrekte Zeile wäre z.B.:
deb http://$RECHNER_AUF_DEM_APTPROXY_LÄUFT:9999/debian unstable main contrib non-free

Indem du die manpages und Doku liest und eine korrekte Konfiguration
von apt erzeugst. Wenn du dann immernoch solche Probleme hast, dann
ist es evtl. ein Bug.
