Die Proftpd Version aus Debian/woody ist sehr alt und kannte die IfModule
Anweisungen noch nicht. Loesche einfach selbige und dann sollte es
funktionieren.
Ansonsten kannst Du auch einfach die Proftpd Packete von www.backports.org
verwenden.
