Definitiv nicht!

lame erzeugt mp3
toolame erzeugt MPEG-1 layer 2 (z. B. für VCDs oder SVCDs).

Zwei Paar Schuhe also. Du willst tatsächlich lame. Den gibt es als 
Debian-Paket bei Christian Marillat:

http://marillat.free.fr/

Einfach den passenden Eintrag in die sources.list, Update nicht vergessen 
und dann mit

apt-get install lame

installieren.
