Warum änderst du nicht einfach den link so wie angegeben, statt extra
das Paket aus unstable zu installieren?

rm /usr/lib/libpgtcl.so
ln -s /usr/lib/postgresql/lib/libpgtcl.so /usr/lib/libpgtcl.so
