Rhetorische Frage: Sind die Pakete xfonts.*-transcoded installiert,
insbesondere xfonts-base-transcoded und xfonts-{75,100}dpi-transcoded?
In diesen befinden sich die X11-Bitmapschriften für andere Zeichensätze
als ISO 8859-1 (Latin 1) und ISO 10646-1 (Unicode), darunter eben
auch ISO 8859-15 (Latin 9), welches für eine Locale von de_DE@euro
benötigt wird.
