Nicht unbedingt. Wie steht es so schön in der mitgelieferten 
/etc/chrony.conf:

# Specify the file where real-time clock data is stored.  To use this you
# must have enhanced real-time clock support compiled into your kernel.
# Uncomment the next line if you do.
 
# rtcfile /var/lib/chrony/chrony.rtc

Hast Du mal versucht, den Server nur abzufragen, wenn du online gehst. 
Die Zeile in der Konfigurationsdatei könnte dann so aussehen:

server ptbtime2.ptb.de presend 6 offline
                                 ^^^^^^^
                                 Das Zauberwort dazu :-)
