J'ai pas de mailman sous la main... mais bon,
te manque peut être un chmod, un chown ou un .htaccess

je dis peux être une connerie (fait une sauvegarde)

mais vu la ligne de te doc :
ScriptAlias /mailman/ /usr/lib/cgi-bin/mailman/

tu peux peut-être essayer un
chown -R www-data:www-data /usr/lib/cgi-bin/mailman/
