Il m'est arrivé la même chose.
fr_FR.ISO-8859-15@euro n'était pas généré.
j'ai ajouté fr_FR@euro ISO-8859-15 au fichier /etc/locale.gen
et j'ai téléchargé console-data et console-tools.
La locale a été générée automatiquement lors de l'installation.
