apt_3.X ist je nicht mehr auf deiner Platte und libapt-pkg3.1 wohl
auch nicht mehr.

1.) was ist 'das'? Was möchtest du löschen?
2.) ok. hier ist wohl etwas nicht ganz i.O.
- debconf muß neu mit anderen Abhängigkeiten und/oder neueren
libs gebaut werden
- in apt_0.5.2 ist ein Fehler (Hier fehlt vielleicht ein
'Provides: libapt-pkg3.1')
(sorry: ich kann das jetzt nicht genauer Prüfen, da ich z.Z. nur
apt_0.5.0 auf der Platte habe)
und noch was: beides ist IMHO in sid. sid ist (fast) nie vollständig
'lauffähig', da immer mal einzelen Depends nicht stimmen. sid ist
daher auch eher was für Entwickler oder 'Profi'-User (was ist das?).
Also patche die Packages, schreibe entsprechenden Bug-Report oder
warte einfach auf neuere apt/debconf packages...
