It probably means that: partDrawOGL.cpp either is not properly including
whatever header defines glPointParameterfvEXT() or the include path
to the proper header is wrong in the build line; or, that you don't have
the header files installed in /usr/include/GL.

I find that function in /usr/include/GL/gl.h and
/usr/include/GL/gl_mangle.h
