Bug#942874: cross-gcc: Please make it source-only when making new uploads

Dear cross-gcc maintainer,

I noticed that all recent uploads of package cross-gcc were made with
maintainer-built binary packages, according to history information in 
https://tracker.debian.org/pkg/cross-gcc page.

As previously announced in 
https://lists.debian.org/debian-devel-announce/2019/07/msg00002.html , britney
will reject migration when there are maintainer-built binary packages in the
upload. As a result, all cross-gcc builds after version 230 did not migrate to
testing. Please refer to https://wiki.debian.org/SourceOnlyUpload on how to
generate source-only uploads and make a source-only one with next upload.
