The file /usr/share/doc/texlive-doc/generic/pgf/pgfmanual.pdf doesn't
seem to have been TeXed enough times: the page numbers are far off.

For instance, according to the table of contents (p. 6), page 100 is
the start of Chapter 11, "Design Principles". But p. 100 in the PDF is
the start of Part II, "Installation on Configuration", which according
to the table of contents starts on p. 78. (This is both the 100th page
of the PDF and labeled as p. 100 on the printed page.)

The mistake seems to be that 20+ pages of the table of contents aren't
counted.
